Fix Administrator Rights Blocked and Browser Access Issues on Windows 10

Hey guys, I'm having a strange issue with a computer. This is happening at Glendale boutique dental. I logged into the computer, the user stated that he's not able to open Chrome. As Kevin wrote on the ticket, they are not able to use any browser. I tried to ran different tools like mmc or gpedit, and it says that the app is blocked by an administrator. I'm logged into a local administrator. I created another administrator account, via CMD but when I tried to log in, it didn't let me, because the User Profile service was not working properly, it said. I'm restarting the computer to see if there's a way to log in with that account, but looks like any account has administrator rights. Any suggestions?

I believe the issue is the drive, if you were to drag and drop a file from your pc to that one, it errors out saying that the disk is full, even though is not, so probably any process that requires creating some kind of file in the disk (pretty much anything) could crap out, I think Kevin did the above commands, and also chkdsk /F and it did not help either

but not sure what other command to use to repair that lol
